|Chief of Police David M. Kole
Chief Kole was appointed on June 1, 1984, and promoted to sergeant on October 3, 1991.Chief. Kole is responsible for the department computer system. In 1994 he graduated from theF.B.I. National Academy, Session 177, and is also certified byNew York State Division of Criminal Justice Services as a police instructor, critical incident management, domestic violence and suicide prevention instructor. He is also a field training officer and instructs at the Southern Tier Law Enforcement Academy.
Thomas J. Stickler
Sgt. Stickler was appointed as an investigator on August 29, 1991, after transferring from the Corning Police Department. He also worked as a patrol officer in the Village of Painted Post. Sgt. Stickler is in charge of investigations and is responsible for case management. He graduated from the F.B.I. National Academy190th session in 1997 and is certified by New York State Division of Criminal Justice Services as a police instructor, police supervision, senior firearms instructor, mental health instructor, juvenile monitoring and custody, tactical chemical agents instructor and robbery prevention instructor. Sgt. Stickler is also certified in critical incident stress debriefing, arson investigations and is the police department armorer and evidence custodian. He is the grant writer for the department and has recently developed and instructs a credited high school level law enforcement class entitled “Perspectives in Law Enforcement.” He also instructs at the Southern Tier Law Enforcement Academy.
Michael J. Barton
Sergeant Barton was appointed on July 8, 1993, and is certified by New York State Division of Criminal Justice Services as a police instructor, police mountain bike patrol instructor, firearms instructor, Oleoresin Capsicum (chemical agent) instructor, and in arson investigation. Sergeant Barton is responsible for the department bicycle patrol unit and is also a member of a multi-jurisdictional tactical response team. He also instructs at the Southern Tier Law Enforcement Academy and is a field training officer for HPD. Sergeant Barton is also responsible for the maintaining the departments web page.
Scott C. Zelko
Sergeant Zelko was appointed on June 1, 1995, and is certified by New York State Division of Criminal Justice Services as a police instructor. Sergeant Zelko has been assigned as a Criminal Investigator for the department and is the Department’s Evidence custodian.
Jamie K. Burgess
Officer Burgess was appointed on January 2, 1997, after working part-time with the Waverly Police Department. He is the department’s warrant officer and is certified by New York State Division of Criminal Justice Services as a police instructor. He is also certified in basic accident investigations, tactical robotic operations, and domestic violence.
Officer Nowlan came to the Department after serving several years with the New York State Department of Correctional Services. Officer Nowlan also worked for the Village of Watkins Glen Police Department and the Schuyler County Sheriff’s office.

Daniel M. West
Dan comes to the Horseheads Police Department after working for four years as a Police Officer in Corning New York.
Zachary G. Stewart
Zach comes to the Horseheads Police Department after working for the Chemung County Sheriff’s Department as a Deputy Sheriff assigned to the road patrol. Zach was also a member of the Sheriff’s Special Services team.
David C. Ruhmel
David is a former dispatcher and a former CSO for the Horseheads Police Department. David has worked for the New York State Park police and for Cornell University Police.
